Clearing a competitive government examination involves preparation, competition and timing. In Vedic astrology, Dasha and Tara Bala are sometimes used to identify periods considered supportive for effort, competition, achievement and career developments.
But they serve different purposes.
Dasha describes the broader life period. Sampat Tara helps refine the timing.
Neither can guarantee selection.
What Dasha tells you
Vimshottari Dasha divides life into planetary periods. For career and competitive examinations, astrologers examine whether the running Mahadasha and Antardasha connect with relevant houses and planets.

What is Sampat Tara?
Tara Bala divides the 27 Nakshatras into nine Tara categories relative to your birth Nakshatra.
The nine are:
Janma, Sampat, Vipat, Kshema, Pratyari, Sadhaka, Naidhana, Mitra and Param Mitra.
Sampat means wealth, prosperity or gain and is traditionally considered supportive for material progress and resource accumulation.
It is the second Tara in the ninefold cycle.
How to calculate Sampat Tara
Count from your birth Nakshatra to the Nakshatra in question, including the birth Nakshatra as 1.
If the count falls on:
2, 11 or 20, the Tara is Sampat.
For example, if your birth Nakshatra is Ashwini:

How to combine Dasha and Sampat Tara
The most useful approach is hierarchical, not predictive.
Step 1: Examine the Dasha
Is the current Mahadasha or Antardasha connected with career, competition, authority or gains?
Step 2: Examine transits
Look for relevant movement involving the 6th, 10th and 11th Houses, their lords, the Sun, Saturn and Jupiter.
Step 3: Use Tara Bala as a timing refinement
If an exam date, interview or important application falls under a Sampat Tara, traditional astrology may consider it supportive for material outcomes.
But Tara Bala should refine the timing, not override the birth chart or Dasha.
